The EU is expected to restore an antidumping duty on US exports of ethanolamines, a key pharmaceutical ingredient. A protective tariff was introduced in 1994 because of concerns that US exporters were dumping cut-priced ethanolamines on European markets.

Authorisation for this duty is about to expire, and the European Commission has recommended that it be re-approved for another four years. Major US producers would be caught by the tariff: the Dow Chemical Corporation would pay Euro 59.25/tonne; INEOS Americas €69.40/tonne; and Huntsman €111.25/tonne, the duty level that would apply to all other US producers.
